State of Emergency: Major Flooding Hits NYC

The remnants of tropical storm Ophelia dropped heavy rains on New York City. Some describe the situation as 'roads turned into rivers'.

Video posted on Twitter shows MTA bus riders climbing onto their seats as water levels flood the bus.

Another shows vehicles struggling to make it through the high water levels. 

Terminal A at LaGuardia airport was shut down around 11am Friday, Metro North Service to and from several stops has also been disrupted as water has filled some areas of the subway.

Governor Hochul has declared a state of emergency in New York City, Long Island and the Hudson Valley.
